Samas peaks olema mingi mõistlik tase, alla mille nn vabatahtliku hanke tegemise kirjutamata kohustust ei oleks. Üksjagu tuleb tegeleda näiteks alla 20 000 tellimustega ja sellistel juhtudel on aeganõudev võrdsete tegijate leidmisega, nendega kontakteerumisega, võrreldavate pakkumiste saamisega jne.
